BACKGROUND.

Phoebe was born and raised in the slums of Los Santos. Her parents worked numerous jobs to support the family, and despite the surrounding conditions, they managed to live a fairly comfortable life among themselves. She had an older brother named David, who was aspiring to become a star athlete. Their life took a turn for the worse, though, when she turned 17.

Her parents were killed in a home invasion that happened while Phoebe and David were away from home. At the time, Phoebe was at the mall with a group of her friends and David was taking his then girlfriend out to the beach. Phoebe was the first to come home, and the first to discover the crime that had happened. Seeing her parents lay there cold filled her fear and anger, and she knew nobody would have reported it due to the large presence of gangs in the area. The job, from what Phoebe was able to put together as she waited for police to show up, was the work of one of the local gangs.

And her reporting the crime had put her on their list. The next few years she lived in fear, clinging to her brother as he was the only family she had left. David was working himself to death after the passing of their parents, yet funds ended up shorter and shorter every month until David moved away to North Yankton with his wife. Desperate to keep what little they had left of more simple times, Phoebe used her newfound anger to go out and make a name for herself in the streets.

With her diligence and persistence, she managed to start a new life and overpower anybody who became a hindrance. She built a name for herself without the help of gang affiliations, coping with the intense grief by getting herself into reckless situations. She drank. She did cocaine. She slept around. And these reckless situations got her involved with a few less than reputable fellows who were part of an anonymous group of contract killers. This has turned her into the woman she is today. She knows that, despite this reputation, that the individuals who killed her parents are still most likely after her.
